The Healthy Start Coalition of Hardee, Highlands, and Polk Counties’ mission is to promote and support healthy pregnancies, babies, and families by providing a maternal and child health system of care through community partnerships.

Roles and Responsibilities of Committees

Bylaws: The role of the bylaws committee is to review and propose changes as needed; review proposed changes with Board of Directors; provide a copy of proposed changes to Coalition staff for mailing to general membership prior to voting; present bylaws changes at Coalition meeting to assist members prior to a final membership vote. This committee meets as needed.

Fetal & Infant Mortality Review (FIMR) Case Review Team and Community Action Group:
The FIMR Case Review Team reviews fetal and infant death cases from a technical perspective and determines what interventions might have prevented the death. The Case Review Team makes recommendations to the Community Action Group for community-based interventions.

Community Action Group initiates an action plan based on recommendations from the Case Review Team. Their role is to address Healthy Start issues on a county level. The primary responsibility of the group is to devise strategies to respond to local issues.  The committees meet on a monthly or bi-monthly basis in Polk County and in Hardee/Highlands County combined.

Finance:  The role of the Finance Committee is to oversee the financial operations of the Coalition and to ensure that accounting practices and/or procedures meet generally accepted accounting principles and are in compliance with the Coalition financial procedures and all contractual requirements.  The committee also oversees the audit process, recommends auditor to the Board, reviews audits and recommends actions needed.

Fundraising: The role of the Fundraising Committee is to look into different fundraising campaigns and implement those campaigns.  This committee meets quarterly.

Home Visiting Advisory Committee (HVAC)  The HVAC is made up of representatives from the home visiting agencies in Hardee, Highlands and Polk Counties and Coalition staff. Community Partners are also welcomed to attend. The committee meets once each quarter to discuss Coordinated Intake and Referral successes, barriers, implementation progress and outcomes. Home visiting providers also report summaries of success, caseloads, and program updates.

Nurse-Family Partnership Home Visiting Advisory Committee  A group of individuals from the Highlands County community whose responsibility is to provide guidance to ensure the evidence-based NFP program is appropriately implemented, sustainable, and serves the needs and best interests of the community.  The Highlands Community Action Group (CAG) serves in this capacity.

Personnel:  The role of this committee is to develop, and annually review, the Coalition’s personnel policies, and procedures. Also acts as an arbitration committee for personnel problems as requested by the Healthy Start Coalition Board President. This committee meets annually or as needed.

Quality Assurance/Quality Improvement:  The role of the Quality Assurance/Quality Improvement committee is to ensure that the Coalition has in place quality improvement guidelines and principles that are the foundation of all Coalition activities. Committee members assist in conducting annual quality assurance visits to providers of Healthy Start services. This committee meets quarterly, or more often if necessary, and is chaired by the Executive Director and/or the Education & Training Coordinator.

Service Delivery Planning Committee: The role of the Service Delivery committee is to help develop, implement and monitor action steps for compliance with the approved Service Delivery Plan. This committee also revises and prepares Service Delivery Plan updates. This committee meets as needed.

Teen Pregnancy Prevention Alliance (TPPA):  TPPA is a network of agency, community and consumer representatives who are concerned with the issue of teen pregnancy. Hardee, Highlands, and Polk Counties each have an active TPPA committee. These committees meet on a monthly basis.
